Facts found: Wonder
Weenie (port) was approaching the windward mark on the port tack
layline. He reached the two-length circle
ahead of Yoshi's Yacht coming in on
starboard. Wonder Weenie tacked at the
mark but hit a bad wave and lost a lot of momentum.

Because
Wonder Weenie was moving very slowly, Yoshi's Yacht became overlapped on Wonder Weenie on the
inside. In making sure she wouldn't hit the mark, Yoshi's Yacht made slight contact with Wonder Weenie. Both lodged valid protests: Wonder Weenie under rule 18.2(b),
and Yoshi's Yacht under 18.3(b).

Ruling: Since one of
the boats (Wonder Weenie) tacked within the two-length zone, rule 18.2
does not apply and rule 18.3 does. Wonder
Weenie's protest is disallowed. Under rule 18.3(b),
Wonder
Weenie was obligated to keep clear of Yoshi's Yacht and was
entitled to no protection from rule 15. Wonder
Weenie did not keep clear and is DSQ.
