15. Facts found: After a 10-minute starting sequence, there was a general recall for Barnacle Bill's start. As required by rule 29.3, the RC hoisted the First Substitute flag which was lowered approximately one minute later. Exactly one minute later, the RC made the Prep Signal, and the Start Signal followed exactly 5 minutes thereafter. Barnacle Bill was about one and a half minutes late for the start. Barnacle Bill requested redress in the required manner under rule 62.1(a).

Decision: The RC did not proceed as required in the case of a General Recall under rule 29.2, which requires a whole new sequence of Warning > Prep > Start. Thus, there was an "improper action or omission of the race committee", and the redress is granted in a form deemed equitable by the Protest Committee.
