14. Facts found: Rat Sneeze crossed the start line too soon. She dipped back down until she was completely on the pre-start side of the line and then re-crossed the line. The Committee was flying a red buoys-to-port flag, the RC flag and the start flag. Batbarf protested because Rat Sneeze did not re-start around one of the ends of the line.

Decision: Since the RC was not displaying the code flag I, rule 30.1 was not in effect, and Rat Sneeze was under no obligation to re-start around one of the ends. Protest disallowed.
