Facts found: Laundry
Lady was sitting close-hauled on starboard
with sails luffing on the start line in a 10-knot breeze. Belching Boris was starting on port and looked
to be crossing Laundry Lady by about one
length since the latter was barely moving. At the start signal, Laundry Lady and Belching
Boris were two lengths apart. Laundry
Lady sheeted in and began to move forward. He then bore away to
avoid colliding with Belching Boris. Laundry Lady lodged a valid protest in
accordance with the requirements of rule 61.

Decision:
Since
Laundry
Lady did not change course, Belching Boris was not
protected by rule 16. Rule 10
(port/starboard) therefore applied and Belching Boris is
disqualified from the race.
