Answer:
1. Yes. The Section 2C preamble only names starting marks as marks where rule 18 (usually) does not apply. Rule 18 and its limitations [18.1(a)] do apply at any finish mark.
2. 2546 is still racing until he clears the finish line, and if he touches the mark, his first finish - despite the 'beep' - will be subject to protest. To avoid this, he will need to do a Penalty Turn as per rule 44.1 and then finish a second time, as indicated in the definition of finishing:
"Finish A boat finishes when any part of her hull, or crew or equipment in normal position, crosses the finishing line in the direction of the course from the last mark, either for the first time or after taking a penalty under rule 44.2 or, after correcting an error made at the finishing line, under rule 28.1."
