Which of these five boats has right of way over all the others? Explain.

Answer:
1. The close-hauled Wayfarer (1115) is on starboard tack, and will have right of way over anyone of these boats he might converge with, as long as he does nothing to break rule 16.1. The two Scots nearest the camera are on port tack and rule 10 would apply. The other two boats are on starboard but would be windward if they should converge with 1115, and rule 11 would apply.
