Answer:
Scot 4921 is inside windward and has fouled the Scot to leeward of him by taking much more room than required to make the seamanlike rounding that is all that rule 18 and the mark-room definition entitle him to. This case is basically the same as #34, but this aspect of the Rules is so frequently misunderstood that I feel it's worth repeating!!
