Is Rob entitled to enough room for a tactical (wide and close) rounding? Why (not)?

Answer:
No. The leeward boat (1037) need only give an inside windward boat such as 1050 "room to round" as per rule 18.2(a). If Inside Windward forces Leeward to give more space than "room", he is fouling Leeward.
