1. Yes. Under rule 18 and the mark-room definition, 3568 is only entitled to enough room to make a seamanlike (close-and-close) rounding. Not to mention the fact that mark-room turns off the moment a boat has passed the mark which 3568 seems to have done here. In which case the situation has reverted to windward-leeward.
