No. Rule 22.3 would apply instead. It states: "A boat moving astern ... through the water by backing a sail shall keep clear of one that is not." And just to make things absolutely crystal clear, the Section D preamble states: "When rule 22 or 23 applies between two boats, Section A rules do not."
