starboard/port protest that Len (6732) may wish to lodge?

No. The preamble to Part 2
of the RRS
indicates that "a boat not racing
shall not be penalized for breaking one of these rules, except rule
22.1" but under the definition of racing,
W3571 will be racing until he "finishes and clears
the finishing line"
- something he has not quite yet done.
